If Westminster won't give us a Section 30, we have to look beyond Westminster.
But when the world does start to listen, it will ask one question: what is your plan?
The White Papers are the plan on paper.

A White Paper is not law. It is a Government prospectus. It says: if you vote for this, this is what we will do.

THE FIRST ONE - 2013
Scotland's Future: Your Guide to an Independent Scotland Published 26 November 2013. 670 pages. For the 2014 referendum. It said: • Keep the King as Head of State • Keep the pound in a formal currency union with the UK • Take a fair share of UK debt • Remove Trident in the first parliament • 15,000 Defence Force + 5,000 reservists • Scottish Broadcasting Service to replace BBC Scotland • 30 hours childcare, £160 pension • 650 questions and answers at the back It set Independence Day as 24 March 2016 if there had been a Yes.

WHY THIS MATTERS FOR SELF-DETERMINATION
UN Charter Article 1(2) - equal rights and self-determination of peoples
1966 Covenants Article 1 - All peoples have the right of self-determination
UN Charter Article 2(7) says UN does not intervene in internal affairs like UK.
But when a state blocks every democratic route, it can no longer hide behind "this is an internal matter."
In 2014 we voted. We were promised Devo Max. It never came.
In 2022 we asked to hold our own vote, even just on Devo Max. Supreme Court said Scotland can't without Westminster permission.
The White Papers are proof Scotland has a credible plan for what comes after.
